Background

Genesis of the Current Unfolding Land Crisis

To understand the present land crisis we need to revisit the historic context documented in the 1900 Buganda Agreement that was drafted in the colonial era.

The 1900 Buganda Agreement defines the prevailing land tenure system — Mailo, Freehold, Leasehold and Customary. BINOF envisions a new programme that protects the rights of both Landlords and bonafide occupants (Bibanja-holders) while amicably resolving existing land wrangles through Community Dialogue.
