The Founder's Vision

Mr. Kalule Herman Mukasa is the vision bearer behind the Bibanja National Owners' Forum (BINOF). In 2019, he shared a groundbreaking vision with a few trusted individuals — to create a forum that would build bridges between kibanja holders (bona-fide occupants) and land title owners (landlords), rooted in the Land Act Amendment of 1998.

At the time, the concept of a "Bibanja Forum" was entirely new to most people. The complexity of the vision was so immense that many of his closest friends and relatives regarded him as someone possessed — a mad person chasing an impossible dream.

However, amid the skepticism, three believers stood by him:

These three individuals saw what others could not — the transformative potential of a platform that could resolve land disputes peacefully and legally. With their belief and support, the idea began to take root and expand to other like-minded people across Uganda.
